Handler called when frame transmission has just started.

This handler is called from an ISR when:

• transmit operation was started by a call to nrf_802154_trx_transmit_frame.
• the RADIO peripheral sent synchronization header

When this handler is called following holds:

• trx module is in TXFRAME state

Implementation may (but does not need to) terminate transmission if it wishes by a call to:

• nrf_802154_trx_abort,
• nrf_802154_trx_disable.
