Enables test modes. Test modes are normally disabled in end products. When NRF_802154_TEST_MODES_ENABLED is set to 1, nRF 802.15.4 Radio Driver provides additional API to enable certain test modes. Setting NRF_802154_TEST_MODES_ENABLED to 1 without using test mode API does not change any behavior of the Radio Driver.
