Performs a raw key agreement (i.e. Elliptic Curve Diffie Hellman)

Parameters
[in]attributesAttributes of the key to use

[in]publ_keyPublic key of the peer party
[in]publ_key_sizeSize in bytes of publ_key
[out]outputBuffer to hold the agreed key
