Get the modem's system mode and LTE preference.

Parameters

[out]	mode	System mode.
[out]	preference	System mode preference. Can be NULL.

Return values

0	if successful.
-EINVAL	if input argument was invalid.
-EFAULT	if the system mode could not be retrieved from the modem.
