Periodically push new data to Memfault using a dedicated workqueue

When using this feature, make sure CONFIG_MEMFAULT_HTTP_DEDICATED_WORKQUEUE_STACK_SIZE
is set appropriately for the board's HTTP stack to not cause a stack overflow. A dedicated
workqueue over the system workqueue is beneficial if http requests for the network stack
in use can block for a long time but comes at the cost of using extra RAM.
